(a) Applicable Bank Guidelines
		Goods & Works: "Guidelines : Procurement under IBRD Loans and IDA Credits May 2004” published   by World Bank. Services /Consultants: "Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004” published by World Bank.
	(b) Decentralization of Procurement for Contracts Below Rs. 13.5 Lakhs decided at HOD level: Two  Empowered Committees : One Headed by APC - for contracts above Rs. 225.0 Lakhs and the other Headed by PC - for contracts below Rs. 225.0 Lakhs
	(c) Prior review: Except for Contracts above Rs. 225.0 Lakhs, all contracts are to Post-reviewed by the World Bank
	(d) Use of Standard Bidding Documents published by the World Bank is mandatory and is to be adopted.
	(e) Community Driven Procurement–   Goods and equipment Shopping for fish inputs (fish fingerlings & feed); or Direct Contracting with approved list of manufacturers/their authorized agents by Agro Service Groups themselves at predetermined prices with freedom to choose between brands & models.   Civil Works Community undertake the works themselves; Implement through direct contracting with NGOs or, Obtain minimum thee quotations from qualified contractors to decide Goods under Community Procurement are envisaged to be procured directly by the farmers/ beneficiary groups/ etc. , hereinafter called as Agro Service Groups (ASG), as per their choice out of an approved list of qualified manufacturers or their local authorized agents showing the approved  models, brands and predetermined prices. The ASGs accordingly will collect a proforma invoice from the manufacture or its authorized local authorized agent, hereinafter called supplier, of their choice for a particular model and brand from the list so approved and deposit the same to the local branch of the State Bank of India (SBI) through District Executive Engineer, Agriculture. The SBI branch accordingly will release payment to the supplier in the form of draft upon delivery of the pump sets to the ASGs in the presence of the District Executive Engineer, Agriculture and SBI staff.
