Roles and Responsibilities
The roles and responsibilities for the positions of Environmental Specialist (ES), Environmental Consultant (EC) and Environmental cum Technical Officer (ETO) in the five implementing departments are detailed below:

Position Roles And Responsibilities
Environmental Management Unit
Environmental Specialist (ES)
  • Shall be responsible for providing PCU with technical inputs on environment for different interventions.
  • Shall be responsible for assessing/screening environmental impacts of projects being undertaken. The Environment Management Plan (EMP) developed for category ‘M’ projects shall be scrutinized and approved
  • Shall be responsible for supervising the implementation of the Environmental Codes of Practice.
  • Shall be responsible for coordinating training sessions and awareness campaigns. In case of state level training, shall be responsible for developing training modules.
  • Shall provide necessary inputs towards formulating training modules and imparting training for District level Training. Training modules of district level training shall be approved before imparting such thing.
  • Shall be responsible for coordinating between different departments for preparing Environmental Information Dissemination Brochures for the interventions.
  • Shall be responsible for conducting yearly environmental audit.
  • Shall coordinate with all departments and compile Quarterly Environmental Monitoring report for World Bank.
  • Shall formulate and co-ordinate research programmes undertaken as part of the project.
Environmental Consultant (EC)
  • Shall provide technical inputs on environmental aspects being undertaken in the project:
  • Shall assist ES in screening of sub-projects and assessing specimen EMPs and Environmental Assessment carried out for different interventions.
  • Shall undertake site visits to different districts as directed by the ES to supervise the implementation of EMF.
  • Shall assist the ES in conducting State Level training workshop and preparing dissemination material.
  • Shall conduct yearly environmental audit in the interventions.
  • Shall be responsible for compiling the quarterly and annual audit report for the World Bank.
  • Shall be responsible for conducting yearly environmental audit.
  • Shall coordinate with all departments and compile Quarterly Environmental Monitoring report for World Bank.
  • Shall be involved in documentation and dissemination of research being undertaken by different institutions financed by the project
Line departments
Environmental cum Technical Officer (ETO)
  • Shall be responsible for screening of sub-projects of the respective departments and forwarding the same to the PCU for clearance.
  • To obtain statutory clearance, if required from the concerned Govt. Departments.
  • Shall provide the EMU with technical and environmental inputs for each of the interventions.
  • Shall assist the EMU in developing modules and training material for State Level Training.
  • Shall scrutinize and finalise training modules and dissemination material.
  • Monitor/review Detailed Project Reports, Project designs of the interventions towards incorporation of ECP, EMF provisions.
  • Monitor on a quarterly basis, the effectiveness of implementation of the EMF provisions on ground.
District Environment cum Technical Officer (DETO)
  • Shall provide technical inputs on environmental aspects to District Officer towards selection of site, project planning and preparation of sub-project details.
  • To carry out periodic site inspection as required of the project sites of their respective districts and to report to District Officers if there is any departure from ECP and EMF guidelines of the AACP.
  • To prepare bi-monthly/quarterly environmental reports based on the status of compliance of ECP/EMF and submit it to the ETO and EMU for necessary action thereon.
  • To organize environmental awareness programme at district level for different stakeholders in various interventions during the project period.
  • To liaise with the respective departmental ETO and EMU for any kind of environmental challenges encountered during the execution of the project.
