Applicability of World Bank Safeguard Policies on Project Interventions

1 Environmental Assessment (OP/BP/GP 4.01) Though major impacts are not anticipated in most of the sub-projects but the temporal and cumulative impacts are likely to occur as a result of interventions proposed. Environmental Management Framework (EMF), Environmental Codes of Practices (ECP) have been prepared and accepted for the project.
2 Environmental Action Plans (OP/BP/GP 4.02) Sub-projects in the vicinity of environmentally sensitive areas, or due to the scale of operation may have medium or high impacts. Specimen Environment Management Plans (EMPs) have been prepared for projects with predetermined impacts. Environment Assessment (EA) has been proposed for projects with significant impacts.
3 Natural Habitats (OP/BP/ 4.04) No intervention is envisaged inside National Parks, Sanctuaries, but there are approximately 3500 wetlands in Assam. Interventions have been proposed in some of these wetlands. The bio-diversity of these wetlands may be affected due to fishery development activities in these wetlands. A screening framework for bio-diversity assessment has been suggested and the Codes of Practice has been developed for the conservation of bio-diversity. In case of road construction in designated natural habitats, a natural habitat management plan has been suggested. Rehabilitation of water bodies is suggested as a part of ECP of roads in case of any impacts.
4 Forestry (OP/GP 4.36) The project does not envisage any intervention inside the declared forests, i.e. reserved forest or protected forest. As part of AACP a pilot project in Forestry has been planned in Kamrup and Nagaon districts to improve local livelihoods in forest fringe communities and forest quality. Intervention will not be taken up inside forest areas except forest villages with prior no-objection from the Forest Department. No documents have been prepared as part of the preparation of EMF as interventions are only pilot projects.
5 Pest management (OP 4.09) Pesticide will be widely used but integrated Pest management has been adopted by the Department in some places. An integrated pest management plan is being prepared by the ARIASP Society. The mode and module of delivery of technical know how is detailed in ECPs.
6 Cultural Property (GP 4.11) None of the interventions has been proposed in properties owned by community such as designated grazing land, sacred groves etc. Community properties have been incorporated in list of exclusion areas. In case of any impact due to road construction, ECP is developed to mitigate impacts on cultural properties.
