District AACP Coordination Committee (DACC)
Objective of DACC
  • Coordination & management of the Project at district level;
  • Facilitate the capabilities of the project staff, NGOs and communities in implementation and management of
       the activities;
  • Ensure that the participant selection criteria are adhered to consistently.
  • Effective and appropriate delivery systems for inputs
  • To facilitate conducive environment for producing and distributing quality fish seeds;
  • To facilitate the implementation of the principles and strategies of market improvement under AACP;
  • To organize or help in organizing training programmes, PRA, awareness camps, workshops, seminars and other
       activities to promote the concept of community participation etc.
  • To provide support & guidance including technical to NGOs in achieving the project objectives;
  • To facilitate implementation of community micro-plans by JFMCs/SHGs/DCS etc.
  • To facilitate community mobilization for social & environmental safeguards;
  • Supervision, Monitoring & feed back on project implementation. Roles & Responsibilities of DACC:
  • Hold regular monthly meeting for pursuing the above and share the agreed actions and action taken
       report/follow up clearly indicating the project officials responsible for initiating/following up.
  • To constitute need based sub committees like selection of farmers/groups for Irrigation & Mechanization,
        Procurement Management etc.
  • To prepare a quarterly action plan for the project activities, sharing the same with all stakeholders and
        monitor activities based on the action plan;
  • To recommend a shortlist of NGOs to State Project Coordination Committee (SPCC) for engagement as AACP
        district Nodal NGO;
  • To facilitate dissemination of project information to the village communities;
  • To evaluate performance of NGOs and take appropriate measures to address the shortcoming, if any.
  • To ensure that the project procurement and training plan, pertaining to the district, are achieved as per
        milestone/sequence.
  • To identify problem area while implementation of the project and find suitable/amicable solution or refer to
        SPCC for corrective measures;
  • To coordinate & liaise with the SPCC and participating departments at State level;
  • To facilitate selection of participants from field level project staff and community members for training,
        exposure visit etc;
  • To help the Fishery Department in implementation of Fish Seed Act and arrange for mass awareness
        generation on long term advantages quality seed;
  • To ensure that the rural roads are upgraded in compliance with the R&R Policy and mobilize resources for
        resettlement & rehabilitation of affected person/families
  • To review the community micro-plans by JFMCs/ SHGs / DCS etc and to ensure technical & schematic support
        to needs identified by the communities living in forest fringe areas through participatory process
  • To recommend list of individuals/groups for the components of the sub project /micro-plans by forest fringe 
        communities
