  The Department of Fisheries, Assam over 8 years from 1995-96 took up poverty alleviation through pisci-cultural activities and infrastructure development under the World Bank assisted 'Assam Rural Infrastructure and agricultural Services Project' with provision of Rs. 28.37 Crore. This was a multi-component project with successfully implementation of beneficiary oriented aspects like farmers' pond, community tank and integrated fisheries. Fish production level in the ponds & tanks enhanced almost three-fold. There have been immense benefits from ARIASP and fishery has become an economic activity among non-traditional fishers, acceptance of scientific practices, replication of fish culture model among nearby farmers (multiplier effect) and synergy with local communities to develop on a group principle. To ensure continuing success to these developments, department of Fisheries became a part of World Bank financed Assam Agricultural Competitiveness Project (AACP). The thrust is for improving Assam's fish Industry in an integrated & systematic manner involving poor & marginal communities / farmers dependent on fish for primary or secondary income as an effort to alleviate poverty, with thrust on production. The following components / sub-components are covered under the project :-


Capacity Building & Institutional Development.
• Fish Seed Production and Distribution.
• Fish Production (Farmers Pond & Community Tank).
• Integrated Fish farming.
• Development of Beel Fisheries.
• Demonstration Projects (Air breathing fishes).
• Pilot Projects.
• Studies.


The objective of AACP (Fisheries component) is to improve Assam's fish industry in an integrated & systematic manner to increase competitiveness among poor & marginal communities / farmers dependent on fish for primary or secondary income as an effort to alleviate poverty with thrust on production. The areas covered are:
i. Capacity Building and Institutional Development: Provision is being kept for training of officers, staff, beneficiaries, and fisherman, SHGs, NGOs etc. throughout the project span. For effective dissemination of advance technical know-how on modern aquaculture and fisheries management, different extension activities including publication of Booklet , short documentary , etc have already been made including strengthening of information system, etc. also. As a whole under this program, a large numbers of blocks, district, zonal and state levels awareness campaigning program, seminars and workshops have already been taken. To enhance the knowledge, skills and capacity of the departmental officers, need-based training programs have been organized time to time to bring a desirable change of technical/professional performance of the individual officers so as to make them effective leaders to motivate the rural aqua farmers of the state in order to achieve sustainable fisheries in the state as a whole.
ii. Quality Fish Seed Production and Distribution:This is the core component of the project upon which the entire fish production scenario under the project is would be reflected. This component consists of a series of development activities relating to quality fish seed production and distribution in the state. Under this component, wild fish spawn/seeds of Indian Major Carp including Calbasu and Gonius from the river Brahmaputra are being collected by selecting/identifying some spots specially in Dhubri districts during the rainy season especially during the early and fresh flood. The collected wild fish spawn/seeds being raised at the State Brood Bank Farms of the department and supplied to the seed producers. The fish seed producer has raised them to brooders and are also being used as a potential breeding candidate to produce new quality generation of seeds ensuring optimum fish production in the state.

Quality fish seed production activities has already been carried out in four departmental farms viz. Boalia Fish Seed Farm, Dhubri; Hazara Fish Seed Farm, Sonitpur; Dighirpar Fish Seed Farm, Darrang; Islamabad Fish Seed Farm, Cachar. In each farm, one Improved Mini Hatchery has already been established. These are known as State Brood Bank Farm ( SBB) .Government of Assam has also notified 5 (five) natural fish breeding ground at Dhubri district as protected areas to collect natural seeds from the river Brahmaputra .

18 Improved Mini Hatchery has already commissioned under private sector in the districts of Dhemaji,Lakhimpur,Sonitpur,Darrang, Nagaon, Marigaon, Kamrup(2), Nalbari,Goalpara, Dhubri, Kokrajhar ,Jorhat, Golaghat, Sibsagar, Tinsukia, Cachar and Karimganj . In addition to commissioning of these mini hatcheries, a total of 10.57 ha Nursery tank and 39.33 ha of Rearing Tank have already been developed through Common Interest Group approach for raising of spawn to fry and fry to fingerlings in the vicinity of the hatcheries so that these quality fish seed could be supplied to the other near by farmers including AACP assisted farmers. Basically, Small and seasonal pond, quite suitable for raising of fish seed are taken up under the scheme.
iii. Fish Production in Farmers Individual Ponds and Community Tanks & Beel fisheries: The major sub components are Development of Farmers' Ponds, Community Tanks, Integrated Fish Farming and Beel Fisheries. Detailed target of the sub components are as follows :
1. Farmers pond : 2500 ha ( pond ranges from 0.03-0.40 ha) ,
2. Integrated farming: 250 ha ( pond ranges from 0.03-0.40 ha)
3. Community Tanks: 500 Ha (tank ranges from > 0.40-5.0 ha)
4. Beel fisheries: 1000 ha ( more than 5.0 ha )

Thus total target area of development for fish production is 4250 ha covering farmers pond , community tank and Beel Fisheries.
There are more than 38000 ha ha of water area in terms of ponds and tanks in the state. Further each and every year, no of private ponds are being constructed through out the state. These water bodies are owned by Villagers, Communities, Village Panchayat, Youth clubs, Societies, School/ Colleges, Temple and other religious Institutions. Many ponds are covered with aquatic vegetation, are without proper embankment and many are not readily available for taking up scientific fish production. If these ponds are cleaned, repaired and reclaimed they form an excellent source of fish production. As per Report of WBRM, November 2003, there is a vast scope to enhance the present production level up to 4.0 – 5.0 ton/ ha/ yr if the technology is modified slightly. The present average productivity of tanks and ponds is around 1500-kg/ ha/yr of the State.
As of now, there are almost 1.0 lakh of ha of beel fisheries in the state. These are regarded as one of the important water resources of the state. But the existing fish production from these beel is mere @ 173 kg/ha/year against the production potential of 1000-1500 kg/ha/year. It is hope that through incorporation of Community based management approach the beel fisheries of the state could be developed in a sustainable manner.

Implementation :

After joint selection of the project sites for the Farmers’ ponds’ and Community tank by the District Fishery Development office and the district nodal NGOs, development activities are carried out. Farmers’ individual ponds and Tanks are developed through the Common Interest Group (CIG) and Community Tank Group ( CTG)) approach respectively , which is a people centered, people led i.e. a complete bottom up participatory approach for aquaculture development and management. Departmental Field Officers are directly responsible for implementation of the schemes as per the approved Fishery Operational Manual & Community Hand Book of AACP. Details of Fishery Operational Manual & Community Hand Book is also uploaded in the ARIAS website web site: http:/www.arias.in/download_Documents.htm Nodal NGOs are also equally responsible for social screening , capacity building including community record keeping against each of the community groups formed under the project.
Demonstration and pilot projects:

Considering farmers’ interest for diversified aqua culture , it is decided to introduce air breathing fishes viz. Clarias batrachus, Heteropneustes fossilis and Anabas testudineous for standardization of package of practices for the end user. These fishes are also having very high local market demand, because of its therapeutic value. Department has already initiated the program in the 3 (three) Departmental farms under poly culture systems partially replacing bottom dwelling major carps by the above three species. After standardization of the technology in local conditions, it will be transferred to the fields .Department has decided to introduce the program during the extended program of AACP. .

Implementation :
Three (3) Departmental Farms viz. Radha Pukhury Fish Seed Farm (Lakhimpur) ,Sukan Phukhury Fish Seed Farm (Dibrugarh),RFTI Fish Seed farm, Amranga , (Kamrup). have been taken for implementation of the program. Based on experience gained by the Department, it is now proposes to disseminate the technology to the farmers level.
Implementation of this component at farmers level will be done in the same manner in the case of “Fish Production in Farmers Pond/ Community Tank” through Common Interest Group approach. after identification of potential sites. On farm training will be imparted to the selected beneficiaries for proper implementation. Detailed guideline will be accordingly made available for effective implementation of the program in due course of time.

iv. Pilot projects

Justification of the project
Report of World Bank Supervision Mission, November 2003 emphasized on the introduction of Pilot Project on new species, having good potential in the State. Accordingly, it is proposed to take up the following pilot projects in two Departmental farms before transfer of technology from laboratory to field.

i) Indigenous Ornamental and Endangered Fish Breeding and Propagation.
ii) Fresh Water Mussel Farming for Pearl Production.

The State harbours a good number of indigenous fishes having ornamental value in local as well as international market. Most of these fishes naturally inhabit in flowing water and hilly streams and it is the common practice to collect the wild fishes for marketing. There is some degree of uncertainty in the catch of a particular variety of ornamental fish from natural water bodies. Further, there is an inherent danger of certain species disappearing from the region if the present mode of exploitation continues unabated. Thus, the present practice of exporting native ornamental fishes based on natural collections alone is not a sustainable practice and may have serious implications in view of the fact that some of the potential ornamental fish species of Assam have already been assessed to be threatened. It is the need of the hour to study the breeding behaviour and propagation for these fishes in captivity for conservation. Once the breeding and culture technology is standardized, it could be taken up by unemployed rural youth for income to be self employed. Presently, some activities have already taken in the Departmental existing set up at the Fishery Marketing Office at Panbazar, near Nagputa Fish Farm at Guwahati.
Though initially Fresh Water Mussel Farming for Pearl Production was proposed, however, WBSM, Sept, 2006, suggested to abolish the Fresh Water Mussel Farming for Pearl Production component and accordingly, the same has been dropped. Further, Department is proposed to set up the one unit of Ornamental Fish Breeding Unit at Amranga Fish Farm, under Directorate of Fisheries. It is hoped that Department will benefit by standardizing the technology as package and practice and ultimately facilitate transfer of technology to the end users. The neighboring states and the personnel involved in fisheries research and teaching will be immensely benefited. Availability of diversified aquaculture species due to the pilot projects will enable the fish farmers/ growers to go for culture of new species. This would ultimately help in conservation of indigenous ornamental and endangered fishes and pearl production in the state to increase the income of the farmers.

Selection criteria of the different schemes/sub-component of the project

i. Farmers pond & community Tank :
o Under this program, all together an water area of about 2504 ha (2264 ha farmers pond and 240 ha integrated fish farming) farmers individual pond covering 1832 no CIG with 26468 no farmers have been developed.
o Similarly, under community tank program, an area of 461 ha community tank covering 456 no of tanks/ CTG with a total coverage of 16311 landless, small and marginal fish farmers has been brought under fish semi intensification program.
o In both the cases, the level of fish production has been increased to @ 3000 kg per ha during the project period and even some of the groups have been maintaining the production trend almost at the same level even after three to four years of withdrawal of the project.
ii. Beel Fisheries :
o 675 ha covering 39 beels have been developed so far and fish productivity has have been increased more than@ 900 kg/Ha (in those beel where production cycle has already completed) as reported by the M &E consultant of AACP.
iii. Capacity Building :
o 840 departmental officers and staffs on different technical and managerial aspects within the state..
o 319 departmental officers and staffs on different Aquaculture development and managerial aspect at different ICAR institutes of out side Assam.
o 185 Progressive Fish Farmers/ Matshya Mitras completed exposure visit out side the state and 998 imparted training on different aspects inside state.
o 27640 AACP beneficiaries and farmers trained on pre-stocking and post-stocking management of ponds in advanced pisci-cultural practices.
o 202 Mass awareness campaigns on matters such as- effective management of aquaculture pond, conservation of natural water resources, community management of Beel fisheries including awareness on Assam Fish Seed Act, 2005 and Assam Fishery Rule, 1953.
o 5 Zonal Seminars on Modern aquaculture & community driven aspects through out the state.
iv. Quality Fish Seed Production and Distribution :
o Wild fish seed collected from Brahmaputra River were raised in the State Brood Banks and distributed to hatchery operators for raising future brood stock for quality seed production.
o 12 hatchery owners of Dhurbi, Bongaigaon, Goalpara, Kamrup and Nagaon have been distributed with yearling/ brood fish of riverine origin from the State Brood Bank Farms.
o 18 Improved Mini Hatcheries under private sector established under the project have been operated smoothly .
o All the four Improved Mini Hatcheries constructed in State Brood Bank Farms have already been commissioned.
v. Demonstration & Pilot Project :
o Department has completed the demonstration program in the three farm as stated above .
o Pilot project on Ornamental Fish at Nagpota Fish Farm, Guwahati, Panbazar, Kamrup is progressing.


The Department of Fisheries, Assam under took a World Bank assisted Project title "Assam Rural Infrastructure and Agricultural Service Project (ARIAS)" with a fund provision of Rs. 2837.40 lakh for a period of 8 (Eight) years from 1995-96. Different component under this project were:

i. Fish Seed production: Establishment of an Eco-Hatchery at Assam Agricultural University, Jorhat to produce genetically improved quality Fish seed.
ii. Mobile Fish Health clinic: Procurement of 3(three) Mobile Fish Health clinic van to extend fish health care to fish farmers.
iii. Farmers pond and Community Tank: Fish production in farmers/ community tanks with financial assistance and technical guidance to achieve productivity of about 3000 kg./Ha/yr. in 800 nos of Farmers ponds covering 200-ha. 150 nos. of community tanks covering 300-ha. 125 of Pig cum fish farmers covering 31.25-ha and 500 nos. of Fish cum Horticulture covering 125ha. was targeted.
iv. Development of Beel Fisheries and Open water Fishery: It targeted to develop 50 nos. of Beels covering 5000-ha and 10 nos. of Open water covering 500-ha to increase productivity from the level of around 100 kg./ha/yr. to 500 kg./ha/year. 2299.74 ha of Beel and Open water fisheries has been developed during this period.
v. Fisheries Research: To solve various need based problems, it strengthen the existing facilities for Research at Assam Agricultural University, Jorhat and College of Fisheries, Raha and to take up some research programs.
vi. Fisheries Extension Education and Training: The scheme aimed to strengthen extension and training at the Department and University level and also to fish farmers involved in programmes.
vii. Project Monitoring Cell: It established a Project Monitoring cell comprising of qualified personals for programming and effective implementation of projects. Further the cell was established in order to effective conceptualization of meticulous planning, methodical programming and effective implementation of different projects under the Directorate of Fisheries of Assam.
