State Project Coordination Committee (SPCC)
Background:

The activities of AACP shall be implemented by various departments of GOA, viz., Agriculture, Fishery, A.H. & Veterinary & Dairy, Public Works, Forests & Environment and AAU with effective participation from the community and NGOs/CBOs. At State level, the PCU shall coordinate and manage the project. However, the activities shall be implemented by the participating departments and, hence, to coordinate the activities at State level with these departments it was decided to have a State Project Coordination Committee (SPCC) after consultation with the World bank AACP Mission also the participating departments with the following membership: -

The Committee may invite technical persons whenever there is a need.

Objective:
  1. To oversee the implementation of the activities as per project design and facilitate the capabilities of the project staff, NGOs, CBOs & communities in implementation and management of the activities;
  2. To monitor of district plan implementation and the performance of DACCs/Project Staff/NGOs;
  3. To monitor fund utilization by different locations and SOE submission;
  4. To ensure that the project is implemented in compliance with the provisions of the Financial Management Framework, Environment Management Framework, Participatory Framework and Social Safeguards Policies (of the World Bank as applicable for the project) and State Policies concerning the project;
  5. To ensure inter-departmental coordination and identify issues needing GOA intervention;
  6. To find solution to the bottlenecks in implementation/coordination as identified by DACCs and communicate the same to all concerned;
  7. To promote appropriate approach in implementation of development interventions that facilitate closer participation of the people to achieve the project development objectives;
  8. To find out ways & means to improve the livelihood of the vulnerable population in a sustainable manner through better Natural Resource Management (NRM) by protecting and restoring the environment;
  9. To establish appropriate systems for O&M of the assets and resources created under the project;
  10. To facilitate establishing appropriate market extension & information system to promote competition amongst the growers and coordination in establishing rural haats;
  11. To help PCU in managing the Pilot Enterprise Development Grant Fund.

Roles & Responsibilities:
  1. Hold regular monthly meeting for pursuing the above and share the agreed actions and action taken report/follow up clearly indicating the project officials responsible for initiating/following up and take the actual action;
  2. To prepare a monthly action plan for the activities and fix responsibilities accordingly to different departments to be monitored in the subsequent month;
  3. To finalize list of the participants for training/exposure under the Project both within and outside the State ensuring that right kind of project staff are trained/exposed in right kind of program.
  4. To finalize the list of NGOs to be recruited under the project from the shortlist submitted by DACCs;
  5. To facilitate information dissemination to the project stakeholders across the State;
  6. To ensure that the project procurement and training plan, pertaining to the district, are achieved as per milestone/sequence.
  7. To identify problem area while implementation of the project and find suitable/amicable solution orrefer to SPCC for corrective measures;
  8. To coordinate & liaise with the GOA in the participating departments in project implementation;
  9. To facilitate selection of participants from field level project staff and community members for training, exposure visit etc;
  10. To review the proposal received for assistance under PEDGP;
  11. To coordinate the preparation of module and program for legal literacy;
  12. Any other responsibilities deemed fit by the committee or entrusted by the project management from time to time.
